I never really took notice but does executing ctags.exe (which is at the root of PN) really work?

I just performed a fresh installation of WinXP SP2. I then extracted the portable package of PN v2.4.0.2378-duke to use. During usage, I noticed that the Tags window was empty when I expected it to show the various symbols in a C file. I also tried other file types (PHP, etc.) but still nothing was showing up.

Subsequently, I tried executing ctags.exe directly only to get an error message box that: “This application has failed to start because the application configuration is incorrect. Reinstalling the application may fix this problem.” I thought maybe it was because VC++ 2005/2008 runtime was required so I downloaded both packages and installed, yet to no avail. What really is wrong? Why isn’t the Tags window showing any symbols? Does executing ctags.exe directly work?

P.S. It may help to note that before performing the installation, I had that same version running on the same OS on the same PC.
